Programs of Strategic Emphasis Waiver
The Programs of Strategic Emphasis Waiver, also known as the BOGO Waiver, provides
a retroactive 50% discount on tuition and fees for 3000-4999 level courses for the current term.
The waiver is meant for students studying specific majors that are important for Florida’s
workforce - especially in STEM (Science, Technology, Engineering, Math) and other
high-demand areas.
Quick Facts:
- No Application Needed: You do not have to apply for this waiver. USF will automatically consider you if you
fit all the below criterion.
- If you feel you qualify but did not receive notice, please reach out to registrarwaivers@usf.edu using your USF email address and providing your University ID number.
- Awarding Timing - Seventh Week of Semester: This will show on your account after the seventh week of fall, spring, or summer terms.
- Major Changes: If you change your major to one not listed below, you will lose the waiver.
- Disbursement/Financial Aid Impacts: Scholarships, grants, and other waivers will impact your waiver eligibility.
- If your total aid for a term is greater than or equal to your eligible tuition charges, you will not receive the waiver.
- If your aid is less than your eligible tuition charges, you will receive a waiver for 50% of the amount not covered by your aid..

Who Can Qualify
To qualify for the Programs of Strategic Emphasis Waiver, students must meet certain eligibility criteria, including:
- Classified as a Florida resident for tuition purposes.
- Working toward first bachelor’s degree.
- Earned 60+ semester credit hours towards a bachelor's degree within 2 academic years after initial enrollment at a Florida public college or university.
- Started college at a Florida public college or university after high school.
- Accepted and enrolled in a qualified program as the student's primary major (listed
below).
Eligible Majors/Programs
Students who have one of the majors below will be considered for the waiver. This can also apply to a secondary major, for those specific classes.
Within these majors, only these types of classes will be covered with this waiver:
- Upper-level classes (course numbers 3000–4999) required for your major.
- Classes taken in fall, spring, or summer.
- Waiver covers up to 110% of the
- Example: If your major needs 120 credit hours, your waiver eligibility will end once you've reached 132 credit hours.
Please note: If you change your major from one of the majors listed below, you will lose the waiver.

Waiver Coverage
The Programs of Strategic Emphasis Waiver will not waive all tuition and fees, but offers a discount toward eligible 3000 or 4999-level undergraduate courses.
If granted, the waiver will cover 50% of:
- Tuition
- Tuition Differential Fee
- Student Financial Aid Fee
- Capital Improvement Fee
- Health Fee
- Athletic Fee
- Activity & Services Fee
- Technology Fee
- Transportation Fee
- Facilities Fee
- Green Energy Fee
- Pro-rated Flat Fees (calculated as a per credit rate based on total registered hours)
- Distance Learning Fees
- Lab Fees, Material & Supply Fees, and Equipment Fees
This list includes some of the tuition and fees not covered by the waiver, but is not comprehensive:
- 1000 to 2999 (lower-level) undergraduate courses tuition and fees
- Graduate level courses tuition and fees
- Tuition and fees for any self-funded or market rate course
- Tuition and fees covered by any other waiver
- Excess hours surcharges
- Repeat course surcharges
- Late registration fees
- Late payment fees
- Fees for books and supplies
- Other non-tuition related fees not explicitly stated in applicable tuition and fees list
